Preheat your oven to 375°F (190°C) and grease a round baking pan or cast-iron skillet.
In a large mixing bowl, whisk together the flour, baking powder, garlic powder, and salt until well combined.
Pour in the melted butter and buttermilk, mixing until just incorporated. Do not overmix.
Gently fold in the shredded mozzarella and cheddar cheeses, chopped parsley, and black pepper into the dough.
Divide the dough into roughly 12 equal pieces. Shape each piece into a ball, then layer them in the prepared pan, so they’re touching but not too tightly packed.
Bake in the preheated oven for about 20–25 minutes, or until the tops are golden brown and the biscuits are cooked through.
Once out of the oven, brush the tops with melted butter and sprinkle additional parsley on top for garnish.
